Juvenile killed, another seriously hurt in Garland crash; driver arrested

The Garland Police Department is investigating a fatal hit-and-run crash that occurred on March 15, 2025, just after 10:15 p.m. near the intersection of East Oates Road and Miami Drive, involving two pedestrians.

Upon arrival, officers found two victims in the roadway; a 14-year-old female, who was pronounced deceased at the scene, and a 16-year-old male who was transported to a local hospital with serious injuries.

At the scene, officers located a 2005 brown Chevy Silverado with extensive damage. Witnesses reported seeing a male flee the vehicle with a child after the crash.

Through evidence gathered at the scene, officers identified the driver as 30-year-old Stetson Ybarbo, a resident of Rowlett.

Investigators believe Ybarbo was driving eastbound on East Oates Road at a high rate of speed, left the roadway and struck the two pedestrians, along with several parked cars near the intersection of Miami Drive. Ybarbo then fled the scene without rendering aid.

Based on the evidence collected and witness statements, officers located Ybarbo at a residence in Garland where he was taken into custody. He was transported to the Garland Jail and charged with:

  • Fail to Stop and Render Aid – Involving Death
  • Fail to Stop and Render Aid – Involving Serious Bodily Injury

The investigation remains ongoing.
